I Googled it cus i didnt know either and it said "Thus Always to Tyrants"
but i still dont get it

sic semper tyrannus was said by Caesar (notice the adornment on the ability's picture?) I knew it meant "thus always to tyrants," but I thought it sounded cool (it's actually sic semper tyrannis. I should have caught that. )
However, I thought Caesar said "to the victor goes the spoils." A quick Google check proves me wrong. (and it doesn't tell me where that quote is from!)
Still, the person in the picture is definately Caesar. Chapter 4 need to be Greek/Roman themed.

"To the Victor go the spoils" is actually QUITE newer than Roman times :\
1832 to be exact. The phrase was made popular by a Senator William Macry.
(Google is again FTW).
